Parliamentary role in ensuring financial accountability

Ethiopia is among countires which were embarked on a democratic transition as a part of the international democratic upheaval of the 1990s which coommenly refered as the third democratic wave. The triumph of democracy took place in Ethiopia in 1991 following the defeat of Mengistu Halilemariam's communist regime in one of Africa's most protracted civil war by Meles Zenaw's Ethiopian Peoples Revolutionary Democratic Front, EPRDF. EPRDF has been controlling the country since then. Under EPRDF Ethiopia has conducted series of multiparty elections and established legislative bodies at various levels. The House of Peoples Reprsentatives' is the supreme law making body with a constitutional mandate of over sighting the country's executive. The oversight function of the House includes financial control and scrutiny activities. This study on the House's Financial Control and Scrutiny role reveals praiseworthy legal and institutional frameworks for democratic accountability but very questionable performances.
